Downtown Dubai
This is the easiest base for Burj Khalifa, Dubai Mall and the fountains right outside the hotel; Address Downtown and Palace Downtown are the iconic addresses, while Sheikh Mohammed bin Rashid Boulevard is lined with cafés. Everything feels polished and convenient, but hotels are expensive, weekend evenings get crowded, and there is no walkable beach.
Dubai Marina and JBR
The Walk at JBR, JBR Beach, Bluewaters and Marina Walk deliver the holiday many Israelis want: beach by day, restaurants and bars by night; Address Beach Resort and Grosvenor House are well-known choices. The trade-off is heavy traffic leaving the Marina, weekend noise and a journey of 30 minutes or more to Downtown during busy periods.
Palm Jumeirah
This is where you come for a full resort holiday with a private beach and pool: Atlantis The Palm and Atlantis The Royal by Aquaventure, or FIVE Palm for parties and a beach-club atmosphere. West Beach is excellent for sunset and skyline dining, but prices are high and every trip to the malls, Old Dubai or the desert takes relatively long.
Jumeirah and Umm Suqeim
Around Madinat Jumeirah, Burj Al Arab and Kite Beach, the city feels more relaxed and beach-oriented, with Jumeirah Beach Hotel and the Madinat resorts in prime positions. Jumeirah Street links restaurants, cafés and shops, but the district is spread out, the metro is barely useful here and taxis become a regular expense.
Business Bay
Along the Dubai Water Canal and around Marasi Drive, hotels such as Taj Dubai and JW Marriott Marquis offer restaurants, skyline bars and usually better value than neighboring Downtown. It is central and glossy but less pleasant for walking, some sections still feel construction-heavy, and the short ride to Burj Khalifa can stretch in rush hour.
Deira and Bur Dubai
Near Al Seef, the Gold Souk, Spice Souk and Al Ghubaiba or Union metro stations are relatively affordable hotels such as Al Seef Heritage Hotel and Hyatt Regency Dubai; Chabad's center is also in Deira's Al Wasl district. The atmosphere is local and colorful with excellent souk access, but some streets feel dated and noisy, while the beaches and Marina are far away.

Downtown from above
Start at Dubai Mall before 10:00, pass the aquarium and browse Israeli favorites such as Zara, Nike, Sephora and Apple, then use a prebooked slot for At the Top at Burj Khalifa. If the budget allows, choose entry about an hour before sunset; for a cheaper alternative, walk through Souk Al Bahar and along Sheikh Mohammed bin Rashid Boulevard. For a kosher meal, reserve Armani/Kaf in advance and verify its current certification. Watch the evening fountain show from the Souk Al Bahar side rather than the packed plaza outside the mall.

Lanes, souks and the Creek
Reach Al Fahidi Historical Neighbourhood around 09:00 before the heat and tour groups, exploring the wind-tower houses and Sheikh Mohammed Centre for Cultural Understanding. Continue to Al Seef, cross Dubai Creek on a public abra for only a few shekels, then visit Deira's Spice Souk and Gold Souk. Do not buy gold before comparing the per-gram rate and making charge across several stores, and bargain politely. Finish with a dinner arranged in advance through Chabad, or an evening Creek cruise after confirming food that meets your dietary requirements.

Madinat Jumeirah and the desert
Begin at Kite Beach with a walk along the track and a Burj Al Arab photo stop, then move to Souk Madinat Jumeirah for a short abra ride through the canals. Eat early or bring a preordered kosher meal because most desert safari pickups take place between 14:30 and 15:30. Choose a red-dune safari in Lahbab with sandboarding and a sunset stop, requesting gentler dune driving if traveling with children or anyone prone to motion sickness. Confirm a kosher meal solution in writing or carry your own sealed food rather than rely on the camp buffet.

The Palm, Atlantis and the Marina
Families should reach Aquaventure Waterpark before opening with prebooked tickets and stay until late afternoon; couples can instead choose a hotel beach, a walk along West Beach or The View at The Palm. Ride the monorail in at least one direction for a clear view of the Palm's shape, but budget separately because Nol cards are not valid. Around sunset, visit Bluewaters and see Ain Dubai from outside, then walk across the bridge to The Walk at JBR. Finish on Marina Walk or at a licensed hotel bar, carrying a passport or accepted photo ID.

The future, shopping and an evening out
Book the Museum of the Future weeks ahead and arrive 20 minutes before the ticket time; even if admission is sold out, the building by Emirates Towers is worth a photo stop. Then choose Mall of the Emirates, home to Ski Dubai and brands such as Lululemon, Adidas and Harvey Nichols, or Dubai Hills Mall and its indoor attractions. Families can spend the afternoon at Ski Dubai, while couples may prefer sunset by the Dubai Water Canal or a Business Bay hotel rooftop. Younger travelers can continue to Zero Gravity or FIVE Palm, but should check the event, dress code, age policy and minimum spend in advance.

Choose by travel style
With children, spend the morning at Miracle Garden in season, usually October to April, or at IMG Worlds of Adventure during hotter months; arrive at opening to beat queues. Couples can reserve a daybed at Nikki Beach Dubai or book a spa day, while bargain hunters should visit Dubai Outlet Mall or Outlet Village only if they have several spare hours. Those ready for a long day can visit Abu Dhabi's Sheikh Zayed Grand Mosque and Louvre Abu Dhabi, roughly 90 minutes each way and with modest clothing required. Keep the final evening for missed shopping and packing, as the drive to DXB can take twice as long during rush hour.

Getting around
From the airport
From DXB, an official taxi to Downtown usually costs ₪55-80 and takes 15-25 minutes; expect ₪95-150 and 30-50 minutes to the Marina or Palm, depending on traffic and terminal. Careem and Uber use marked pickup zones but are usually more expensive than standard RTA taxis; Careem Hala books an RTA taxi through the app. The Red Line runs from Terminals 1 and 3 to Burj Khalifa/Dubai Mall in about 25 minutes and DMCC in the Marina in roughly 50 minutes, for around ₪5-12 using a Nol card. Private hotel transfers cost about ₪120-250 per vehicle, while city buses are cheap but inconvenient with luggage and transfers.
Need a car?
Most Israeli visitors do not need a car: couples, young travelers and anyone based Downtown or in the Marina are usually better off with the metro, Careem and taxis, avoiding parking and huge interchanges. A car may make sense for a family at a Palm or Jumeirah resort making several trips per day, and is particularly useful for groups visiting Abu Dhabi, Hatta or Outlet Village. Local traffic is fast, speed cameras are widespread, Salik tolls are billed through the rental company, and driving after any alcohol consumption is prohibited.
Tips
Download Careem and select Hala Taxi for a metered official cab; when Dubai Mall closes and on Friday or Saturday evenings, walk to a pickup point away from the main entrance. Buy a Nol Silver card for the metro, buses and tram, and remember that the enclosed walkway from Burj Khalifa/Dubai Mall station takes around 15 minutes. In the Marina combine the metro with Dubai Tram; treat the Palm Monorail as an attraction rather than full transport because it is not included in the Nol system.
Kosher & Jewish
Chabad / community
Chabad of Dubai operates in Deira's Al Wasl area and holds prayers, Shabbat and holiday meals, and traveler activities, but advance registration and a passport are normally required under its security procedures. From the Marina or Palm it can take 35-60 minutes, so observant visitors should plan ahead rather than assume it is walkable on Shabbat. Location details, minyan times and meal reservations can change and should be confirmed directly with Chabad before travel.
Kosher food
Recognized kosher options have included Armani/Kaf inside Armani Hotel at Burj Khalifa and Mul Hayam at Jumeirah Creekside Hotel, but supervision status and opening times change, so verify the current certificate and reserve ahead. Chabad provides or coordinates kosher meals and catering, while large Carrefour and Spinneys branches stock some packaged products bearing kosher symbols, especially in international districts. Kosher-observant Israelis commonly preorder hotel deliveries, choose an apartment with a kitchenette and stock up for evenings or Shabbat rather than rely on finding food spontaneously.

Skip
I do not recommend paying the premium sunset rate for At the Top at Burj Khalifa only to crowd around the windows on levels 124 and 125. Book an earlier slot instead, or choose nearby Sky Views for an excellent perspective that actually includes the Burj itself.

I begin at 8:00 with the sea and breakfast around Kite Beach, continue at 10:30 to a prebooked Museum of the Future visit, and stop at 13:30 for a kosher lunch coordinated through Chabad of the UAE’s current guidance.
