Inside the walls and around the marina, Budva Citadel, St. Ivan Church, stone lanes and Richardova Glava Beach are all within walking distance. Avala Resort & Villas sits beside the gate, but the location is expensive and noisy on summer evenings, while car access and parking are awkward.
Slovenska Obala and Central Budva
The Slovenska Obala promenade links Slovenska Beach, bars, clubs such as Omnia and the TQ Plaza complex, making this the natural choice for an Israeli group without a car. Hotels such as Hotel Bracera and Hotel Budva are highly convenient, but in July and August music, traffic and crowds continue late into the night.
Bečići
The long, broad beach is easier for families than the Old Town lanes, and it is lined by Hotel Splendid Conference & Spa with its casino and Iberostar Waves Bellevue. The promenade is flat and stroller-friendly, but evenings have less character and nightlife, and the Old Town is about a 10-minute taxi ride away when traffic is clear.
Rafailovići
This seaside village at the far end of Bečići offers a pleasant promenade, apartments and small waterfront hotels, plus walking access through the tunnel to Kamenovo Beach; Hotel Zeta is a well-known waterfront address. It is calmer than central Budva, but the drive to the Old Town can take 25-40 minutes in August traffic.
Pržno and Miločer
Pržno is a small, elegant bay beside Miločer Park, coastal paths and Queen's Beach, with hotels such as Maestral Resort & Casino. It is far more romantic and peaceful than Budva, but prices are higher, beaches are small, and access around Aman Sveti Stefan can change or be restricted.
Petrovac
About 18 km south of Budva, this compact resort town has a promenade, Kastio fortress and lovely Lučice Beach within walking distance; Hotel Riva is a central seafront base. Prices are generally gentler and nights quieter, but it is unsuitable for anyone planning to go out in Budva every evening because the coastal road is slow in season.

From the airport
From Tivat, the nearest airport, an official taxi to Budva generally costs ₪110-180 and takes 25-40 minutes, though summer traffic can stretch it to an hour; a prebooked transfer is about ₪130-220 per vehicle. There is no train or convenient terminal bus: budget travelers can carefully walk to the main road for an intercity bus costing roughly ₪15-30, or take a taxi to Tivat bus station and continue by bus. From Podgorica, a taxi or private transfer costs about ₪240-380 and takes 60-90 minutes, while a bus from the city station is around ₪25-45 after a short taxi ride from the airport. Uber and Bolt are not dependable solutions in Montenegro, so book through the hotel or agree on the fare in advance.
Need a car?
For travelers staying in the Old Town, central Budva or Bečići and focusing on beaches and nightlife, a car is more burden than benefit: most places are accessible on foot, by taxi and by bus, while parking is difficult. A car for two or three days is worthwhile for families based in Petrovac and anyone combining Kotor, Perast, Lovćen, Lake Skadar or remote beaches. Drivers uncomfortable with narrow roads can hire a private driver for roughly ₪500-850 per day.

In taxis, insist on the meter or a written fare beforehand, and preferably have the hotel call a local taxi company; do not rely on international ride-hailing apps.
